Plan with Us! – A More Livable City Community Ideas Competition
Purpose of the Competition
The purpose of the competition is to support the implementation of development and renewal initiatives that are important to the residents of Békéscsaba. These projects are typically small-scale and cost-effective, yet contribute significantly to the comfort, attractiveness and urban character of the city, while encouraging active public participation in shaping the local environment.
We are looking for project ideas and concepts that have not yet entered the planning phase and that contribute to making our surroundings more beautiful, welcoming and sustainable, including, but not limited to:

Creation and renewal of green spaces (e.g. new flower beds, ornamental shrubs, shrub compositions, tree planting);

Development of community spaces (e.g. modern or child-friendly street furniture, seating areas, playground equipment);

Environmentally friendly solutions (e.g. water features, community gardens, green walls);
-
Initiatives that strengthen community life (e.g. pergolas, smart benches).
The Municipality is not seeking detailed plans or designs under this call. Only development ideas that do not fall under copyright protection are eligible for submission.
The Municipality has allocated a total budget of HUF 15 million in its 2026 budget for the implementation of the best community ideas.
Who Can Submit an Idea?
Project ideas may be submitted by:

Any natural person residing or staying in Békéscsaba, regardless of age;

Civil organisations with headquarters in Békéscsaba;

Companies registered in Békéscsaba;
-
Informal community groups formed by local residents.
Each applicant may submit a maximum of three ideas.
Requirements for Submitted Ideas
The proposal should include:

The title of the idea;
-
A brief description outlining its purpose and key characteristics;

The proposed implementation site or recommended location, where relevant.
The description may contain up to 3,000 characters.
Applicants may also attach photographs or documents showing the proposed location or similar projects implemented elsewhere. Additional information demonstrating the social value, community benefits and public interest of the proposal is encouraged.
For individual applicants, the online application form must be completed and any supporting documents uploaded through the designated platform.
For civil organisations and companies, proposals must be submitted by a person authorised to represent the organisation. Separate proof of representation is not required; however, the organisation's name, registered address and official registration/company number must be provided.
Submission of Ideas

Evaluation Process
Submitted ideas will be evaluated by the Municipality's Development Working Group based on a proposal prepared by the Strategic Development Department.
The Working Group consists of:

The Mayor;
-
The Deputy Mayors;
-
The Chairpersons of the City Operations, Development and Green Committee;
-
The Chairpersons of the Finance, Ownership and Procedural Committee.
During the professional assessment process, the Strategic Development Department, the City Operations Department and the Urban Planning Group will examine whether the proposal meets the competition requirements, estimate implementation costs, assess feasibility and determine whether the proposal aligns with ongoing municipal developments, planning documents and legal requirements.
Where necessary, proposals may be modified—without substantially changing their original concept and, where appropriate, following consultation with the applicant—to ensure compliance with the competition criteria or improve feasibility.
Ideas with similar content or targeting the same location may be merged.
The Strategic Development Department will present both feasible and professionally unsupported proposals in its report. Based on this report, the Development Working Group will recommend up to five projects for implementation. If the estimated costs exceed the allocated budget, only as many projects as can be financed from the HUF 15 million budget will be selected.
The final decision is expected to be made by the City Operations, Development and Green Committee no later than September 2026.
Publication and Recognition
The Municipality will publish the selected projects on its website.
Applicants whose ideas are selected and implemented will receive a commemorative certificate of recognition from the Municipality.
Important Information
This call for proposals does not constitute a public procurement procedure or a statutory design or ideas competition.
Submission of an idea does not create any contractual obligation and does not entitle the applicant to financial compensation.
