Industrial Areas (Property Opportunities)

The Municipality of the City of Békéscsaba implemented the development of the industrial areas located on Kétegyházi Road and Csanádapácai Road within the framework of Project TOP-6.1.1-16-BC1-2017-00001, “Development of Industrial Parks and Industrial Ar


The Municipality of the City of Békéscsaba offers industrial development sites established within the framework of the TOP programme.

The project aimed to develop the basic infrastructure of designated industrial areas, creating serviced plots suitable for industrial activities and future sale. The sites are expected to become available for purchase in the first quarter of 2027. As an alternative, the properties may also be made available under lease agreements, the terms of which will be determined individually.

The attached site plans show the current plot configurations, which may be modified upon request in accordance with applicable regulations.

Development Possibilities

The sites may be developed with facilities permitted by the current local development plan. Detailed information regarding development conditions is available from the Urban Planning Group of the Mayor’s Office.

Utilities

All major utility networks are available in the public areas adjacent to the properties. Connection options must be arranged with the respective utility providers. Telecommunications infrastructure has not yet been installed. Available utility capacities are indicated in the attached documentation.

Development Obligation

According to previous practice, industrial properties have been sold subject to a development obligation, typically requiring completion within two to three years.

If the purchaser fails to fulfil this obligation, the seller reserves the right to repurchase the property at a price reduced by 5% per year from the original purchase price. In addition, the purchaser shall pay an annual contractual penalty equal to 10% of the auction purchase price until the development obligation has been fulfilled.

Until completion of the development obligation, the seller will register a prohibition on alienation and encumbrance on the property. The seller undertakes to consent to the registration of mortgages, prohibitions, or other securities required for bank financing or grant-funded development projects related to the property, with priority ranking where necessary.

The development obligation is deemed fulfilled through the construction of a building permitted within the zoning category and requiring a building permit, together with the completion of occupancy approval procedures and registration in the land registry.

Additional Conditions

Any archaeological investigations that may become necessary on the property shall be carried out at the purchaser’s expense.

The sale is subject to the provisions of Act CXCVI of 2011 on National Assets, under which the Hungarian State holds a statutory right of first refusal in the sale of municipal properties. The competent authority may exercise this right within 35 days.

The sale price of the plots will be determined by the General Assembly of the Municipality of Békéscsaba based on a valuation prepared by a certified real estate appraiser and in accordance with applicable legislation.

Where a property is sold by public auction, participation is subject to payment of a deposit equal to 10% of the starting price by bank transfer to the Municipality. Only bidders whose deposits have been received in the designated bank account may participate. The deposit of the successful bidder will be credited towards the purchase price, while unsuccessful bidders will receive a refund.

As a general rule, the sale and purchase agreement must be concluded within 40 days following the auction. The successful bidder must pay the full purchase price in a single payment within 40 days of signing the agreement.

If the successful bidder fails to conclude the contract or pay the purchase price for reasons attributable to them, the deposit shall be forfeited. In the event of late payment, the seller reserves the right to withdraw unilaterally from the contract and recover damages from the deposited amount.
