Building Plot for Sale on Fő Street in Mezőmegyer
The Municipality of the City of Békéscsaba intends to sell, by public auction, its building plot located on Fő Street in Mezőmegyer, Békéscsaba, registered under cadastral number 11966/2 within the town’s inner administrative area.
Location, Accessibility and Surroundings
Mezőmegyer is a district of the city of Békéscsaba, officially designated as District VII, located approximately 3 km north of the city center.
The property is situated on the boundary between the inner and outer areas of the settlement, in a detached-house residential zone, at the end of Fő Street. It can be accessed via paved roads from several directions. Parking is available both on the property and on the public street in front of it.
The location benefits from excellent accessibility, as the bypass section of Main Road No. 44 runs near the district, providing convenient connections to the recently completed M44 expressway towards Budapest and to Main Road No. 47.
Utilities
The surrounding area is fully serviced with public utilities. The plot offered for sale is already connected to the sewage system, while other utility connections are available in the public area directly in front of the property.

Development Potential

Zoning Classification
According to the Local Building Code, the property is classified as a rural residential area (LF-Ok1), allowing:
- Detached-side boundary development
- Maximum building coverage: 30%
- Minimum green area: 40%
- Maximum building height: 4.5 m
- Minimum plot size: 700 m²
To ensure compliance with local townscape requirements, the proposed building design must be consulted with the City Chief Architect.
Building Obligation
The development obligation must primarily be fulfilled through the construction of a residential building.
The buyer must complete the development within four (4) years from the registration of ownership in the Land Registry.
To secure this obligation, the Municipality of Békéscsaba will register a prohibition on alienation and encumbrance on the title deed of the property.
The Municipality undertakes to consent, as beneficiary of the restriction, to the registration of mortgages, prohibitions on alienation and encumbrance, or other securities required for bank financing or housing subsidies related to the development of the property.
If the development obligation is not fulfilled within the prescribed period and the Municipality does not approve an extension upon request, a contractual penalty will apply. The penalty amounts to 5% of the gross purchase price per year until the development obligation is fulfilled. Payment is due within 15 days following the expiry date and each anniversary thereafter.
If the buyer wishes to sell the property before fulfilling the development obligation and the Municipality grants consent, the original buyer must pay a contractual penalty equal to 10% of the original gross purchase price. The new owner must undertake a new four-year development obligation while maintaining the registered prohibition on alienation and encumbrance. This commitment will be documented in a tripartite sale and purchase agreement.
Additional Conditions
The property is sold in its current condition. Any work that may become necessary after purchase shall be carried out at the buyer’s expense.
Ownership may only be acquired at the public auction by private individuals or transparent organizations. Entities undergoing liquidation, bankruptcy proceedings, or enforcement actions are not eligible to submit bids.
The sale may be subject to the provisions of Act CXCVI of 2011 on National Assets, under which the Hungarian State has a statutory right of first refusal for municipal properties valued above HUF 5 million. The entitled authority may exercise this right within 35 days.
The sale will be conducted in accordance with Municipal Decree No. 19/2012 (V.2.) of the General Assembly of the City of Békéscsaba and the applicable VAT legislation.
Participation in the auction is possible in person or through an authorized representative. The authorization must be executed in the form of a public deed, attorney-certified authorization, or a private document with full evidentiary force.
Auction Deposit
To participate in the auction, bidders must transfer a deposit equal to 10% of the starting price to the Municipality's account at MBH Bank:

Participation is only possible if the deposit has been received in the account by the auction date.
For the successful bidder, the deposit will be credited toward the purchase price. Unsuccessful bidders will receive a refund of the deposited amount.
Bidding below the starting price is not permitted.
The minimum bid increment is 3% of the gross starting price.
Sale and Purchase Agreement
The sale and purchase agreement must be concluded within 30 days following the auction.
The successful bidder must pay the full purchase price in a single payment within 30 days of signing the agreement.
If the successful bidder fails, without justified reason, to sign the agreement within 30 days or to pay the full purchase price within the required period, the deposit will be forfeited.
In the event of late payment, the seller reserves the right to terminate the agreement unilaterally and recover damages from the forfeited deposit.
VAT
Pursuant to Section 86(1)(k) of Act CXXVII of 2007 on Value Added Tax, building plots are not exempt from VAT. Therefore, the starting price includes VAT.
